Lead was widely used in paints and coatings because of its durability, corrosion resistance, flexibility and moisture resistance. It may be present in decorative paints, primers, anti-corrosion coatings, industrial coatings, metal finishes, varnishes and lacquers. As lead cannot be identified reliably by visual inspection, sampling and laboratory analysis are the principal elements of a lead paint survey.
Core Surveys carry out lead paint surveys to identify whether painted surfaces within an agreed survey scope contain lead and, where present, determine the concentration. Samples are taken from representative painted elements and analysed by a third-party laboratory. The results are used to provide a Lead Content Assessment and, where appropriate, a Priority Assessment, helping clients understand where lead-containing paints are present and how they should be managed.

How our Lead Paint Surveys work
Our surveyors use a representative sampling strategy based on the size, age and complexity of the building and the range of painted finishes present. Samples may be taken from walls, ceilings, doors, skirting boards, windows and other painted elements, including visually different paint types, finishes or colours.
Samples are normally collected through the full depth of the paint system to the substrate, so that historic paint layers are included within the laboratory analysis. Where paint is damaged, flaking or delaminating, additional sampling may be undertaken to assess the affected coating separately. The laboratory results are reported in parts per million (ppm) and categorised according to lead content.

Core Surveys’ approach is informed by the Health and Safety Executive’s Control of Lead at Work (L132), the Approved Code of Practice and guidance supporting the Control of Lead at Work Regulations 2002. L132 provides practical guidance on managing risks from lead at work. It is particularly relevant where maintenance, refurbishment, demolition or other activities may disturb lead-containing paint.

Lead Paint Risk Assessment & Management
Identifying lead in paint is only part of the assessment. Our reports consider the lead concentration alongside the condition of the paint, the likelihood of disturbance, normal occupant and maintenance activity, accessibility and potential for human exposure.
The findings are used to produce a Priority Assessment to help identify which painted surfaces may require greater management attention. Recommendations may include managing the paint in situ, repairing or encapsulating damaged coatings, or removal where the risks or proposed works warrant it. The findings should be considered alongside the building’s intended use, planned maintenance or refurbishment and suitable site-specific risk assessments.
What is a lead paint survey?
A lead paint survey involves inspecting painted surfaces within an agreed scope and taking representative samples for laboratory analysis. The purpose is to establish whether lead is present in the paint and, where it is present, determine the concentration. The findings can then be used to assess priorities and inform appropriate management measures.
Can lead paint be identified by visual inspection?
No. Lead cannot be identified by visual inspection. Sampling is therefore a principal part of a lead paint survey. Paint samples are normally collected through the full depth of the coating system so that historic paint layers can be included in the laboratory analysis.
Where can lead be found?
Lead may be present in a range of decorative and protective coatings, including decorative paints, primers, anti-corrosion coatings, industrial coatings, metal coatings and finishes, varnishes and lacquers.
How are lead paint samples taken?
Samples are normally collected through the full depth of the paint system to the underlying substrate. The surveyor records details such as the sample location, paint type, substrate and visible paint colours. It should be noted that where coatings are very thin, particularly in the case of varnishes and stains, the sample area may need to be the equivalent size of two to three credit cards in order that a sufficient size sample is collected for analysis. Smaller areas will be required where there are multiple layers of thicker paint.
How are lead paint samples analysed?
Paint samples are analysed by a third-party laboratory. Paint samples are digested in aqua-regia using a hot-block. Metals are then determined in the digest by inductively coupled plasma optical emission spectrophotometry (ICP-OES). Laboratory certificates are included within the survey report.
What does the lead content result mean?
Laboratory results are reported in parts per million (ppm) and categorised into seven lead content ratings, ranging from Low to Extremely High. The result helps establish the concentration of lead present but should be considered alongside the condition of the paint and the likelihood of disturbance when assessing risk.
Does finding lead paint mean that it has to be removed?
No. The appropriate management approach depends on factors including the lead concentration, condition of the paint, likelihood of disturbance, accessibility and potential for human exposure. Depending on the circumstances, recommendations may include managing the paint in situ, repairing or encapsulating it, or removal. If there is planned refurbishment then rigorous risk assessment may be required.
What is a Priority Assessment?
A Priority Assessment considers the condition of lead-containing paint together with factors such as normal occupant and maintenance activity, likelihood of disturbance and potential for human exposure. It is intended to help identify painted surfaces that may require greater management attention and should form part of a wider, site-specific risk assessment.
What happens if lead paint is found?
The findings should be communicated to relevant employees, contractors and others who may undertake work that could disturb the painted surfaces. Depending on the circumstances, management measures may include maintaining a register, monitoring the condition of the paint, repairing or encapsulating damaged areas, and ensuring suitable risk assessments and safe systems of work are in place before work is undertaken.
Can you survey areas that are difficult to access?
The survey scope and access arrangements are agreed in advance. Standard access equipment may be used where appropriate, while areas requiring specialist equipment such as MEWPs or scaffolding will only be inspected where suitable arrangements have been agreed. Concealed or inaccessible spaces are not included unless specifically incorporated into the survey scope.
Can lead paint surveys be carried out before refurbishment or demolition?
Yes. The survey findings should be consulted before maintenance, refurbishment, demolition or installation work that could disturb painted surfaces. The survey is intended to identify and assess lead-containing paints within the agreed scope; it is not a specification or scope of works for lead paint removal or remediation.
Is there a safe level of lead exposure?
No. There is no safe level of lead exposure. Where work may disturb lead-containing paint, appropriate risk assessments, control measures and safe systems of work must be implemented.
